Municipal Council (DMMC)
Works related to drainage, sewers and roads are carried out by the Engineers
Department, garbage removal and scavenging by the Health Department, and
electrical works (street lighting) by the Electrical Department. A Community
Development Officer (CDO) together with Development Assistants attend to
community welfare matters such as flood damage recovery assistance and
pre-school education facilities.
The Engineers Department is presently engaged in canal improvement and
maintenance works, of which four projects are in the area of the proposed
Lunawa Project, (i) improvement of a part of the upstream area of Lunawa Ela
(ii) clearing of part of Lunawa Ela, (iii) dredging of part of Lunawa Ela
near Dewata Road, (iv) construction of an underground tunnel drain and
opening the channel up to the sea outlet near the railway station. The works
are scheduled for 1999 2001, with some Rs. 4.8 million in total budget.
The total number of employees of DMMC is about 2,100 as shown in Table 17.
Presently, 50-75 persons (varying by day) are engaged in the maintenance of
drainage works, and about 950 persons in the garbage disposal and night soil
collection works.
The annual budget for year 2000 is Rs. 255 million, comprising Rs. 230
million of recurrent expenditure and Rs. 25 million of capital expenditure
(See details in Appendix 2-4). The budget allocated for drainage canal
improvement & maintenance works ranges from Rs. 10 million to Rs. 20 million
varying by year, according to verbal information by the Chief Municipal
Engineer
Moratuwa Municipal Council (MMC)
Works related to drainage, roads and other public utilities are carried out
by the Engineers Department, while cleaning of drains and garbage removal
are by the Health Department. A Community Development Officer (CDO) attends
to community welfare matters such as flood damage recovery assistance and
pre-school education facilities.
The total number of employees of MMC is about 760 as of 2000. Table 18 shows
the number of personnel by Department in 1997. Presently, about 50 persons
are engaged in cleaning of drainage works and 200 persons in garbage
disposal, both by the Health Department. Only one equipment crew is engaged
in night soil collection/septic tank cleaning works.
The annual budget for year 2000 is Rs. 187 million, comprising Rs. 147
million of recurrent expenditure and Rs. 40 million of capital expenditure
(SS details in Appendix 2.5). The budget allocated for the Engineers
Department is Rs. 29 million which covers drainage, roads and other public
